issue 13 is supposed to be the big one and will deal with coming storm from what i understand issue 12 was supposed to be relatively small suprised it has that much maybe those zones are for issue 13 not 12.
Assasin strike is a crit so resists are n't gonna do much good and fire armor does not have DP that can boost your hp.
glacial armor, crystal armor or some other toggle along with tactics and precep IO should be able to allow you to see any stalker right next to you even if...

I would say probably hold off till you can get the numbers their base is pretty heavily guarded for starters and they can easily get 10+ members for any raid.
why don't you make a WP/* tanker. Plus there is no such thing as SS/Fire or EM/FIre tank.
As for SC its stalker haven need toons with +precep. Ice armor, dev blaster etc I believe WP has +precep as well

Looks good but few things i saw in the begining.
Fast healing why use numina heal/end? and heal/rech/end the power is auto and costs no end

Actually DP offers toxic resistance and few toggles offer it as well (granite).. Only thing is you do not have any defense to toxic "only" attacks.
