I believe how active your members are impacts the guild rank, that it's not just a straight up total rvr xp gained.  I would start cutting the dead weight, say anyone who hasn't logged in for a month or 3 weeks or something? Unless they have posted a "Taking a break/going on vacation" type...

19 then 14. I'm not a fan of the diagonal designs of 10 and 9, and the design of 1 and 2 is on a lot of guild capes, so that is my reasoning for 19 or 14.
