How to find Vindictive players/join guild?

Not sure if a /who command in game or way to check if specific player is on. What is best way to contact guild members and join? I am in Ebonheart Pact as Acvl

Sent you a friend request. They just disabled guilds temporarily with today's patch, no idea when it's going to go back up

Hmm, this problem could be neatly solved by getting on teamspeak and hitting up the "Elder Scrolls Online" channel.
