What the hell guise, only the Klingon and Romulan Empires use cloaking devices. The Federation is sworn to not use them

Actually the Defiant, the ship that used human-built cloaking tech, was at first a private vessal and I believe that once the Federation discovered the vessel they determined that the entirely experimental and new method of cloaking was not in violation of the treaties.  Also, this is further expressed in the Defiant being the prototype of the entire class of starships called the Defiant Class where they all are patterened from that original and have the new cloaking tech.  The Klingons and Romulans used one method and it was that method that was restricted in the treaty.  The method devised by Cisco was a new box of kittens and the Klingons were like "kittens?! NOO!!!  But everybody likes kittens so ok."

That is true, but I was talking about the USS Pegasus that Riker was on board. They tried to develop a form of cloaking that would allow the ships to phase outside of normal space.

Also, I'm not entirely familiar with the lore behind the Treaty of Algeron, but I thought it prohibited the Federation from using any form of cloaking device.
 
Ah, true on the count of the Pegasus.

I believe Cisco's cloaking was ok since the treaty says that the federation cannot use a method of cloaking similar or the same as the other two species' tech.  If some other way could be found then it would be outside the treaty.  The Klingons and Romulans thought that since other species and themselves have all tried to find other types of cloaking but never developing anything different than the established methods thusly the Federation would never actually find other types of cloaking.  Thus Pegasus (last ep of TNG portraying a few years in the future, yar?) and the Defiant were ok.

I'm gonna actually go looky up the treaty nao (Geek-warp 6, ENGAGE!!)
 
Otay, the wiki article I found said that Sisko (I guess the right way to spell his name) actually had a Romulan cloaking device and was the single exception to the treaty if it were only used to gather data on the Dominion in the Gamma Quadrant.

I coulda sworn though that in the show itself Sisko said that he built a new device altogether.  Bah, darn Star Trek.
