Thanks again.rad infection and enervating field are the only two powers that debuff one is def/acc and other is dmg/res the value is 22.5%. I would recommend you download character builder some info there are wrong but its mostly uptodate.

Anywaywhen it comes to debuffs /cold is one of the best every power exceptfor drop shields and frostwork debuffs something ofcourse it does nothave a heal or rez thou.
Oh, so there is a difference from fighting an AV as opposed to a LT or minion? See, ive never really played one past lvl 10 or so.I just told you dumbass, they're gonna change it so that it builds as if we're fighting an AV instead of a minion.
